Mobile Phone Plans in Israel: Providers, eSIM and What a New Arrival Should Pick

Israeli mobile plans are cheap, contract-free and mostly unlimited, and the decision is about the brand's customer service rather than the network. Here is how to choose in ten minutes.

Get a local number in your first days: banks, health funds, the municipality and every delivery driver reach you by SMS and WhatsApp, and foreign numbers do not always receive the codes. The good news is that Israeli mobile service is inexpensive and simple: unlimited calls and texts with a large data package, no contract, cancel any month. The three networks are Cellcom, Partner and Pelephone; a dozen brands sell plans on them at lower prices.

Networks and brands

Cellcom, Partner and Pelephone own the networks and sell their own plans with shops in every mall. HOT Mobile, Golan Telecom, 019, Rami Levy Communications, We4G and others resell capacity on those networks, usually cheaper, with service by phone and app rather than in a shop. Coverage in Jerusalem is good on all of them; the differences are price, English-language support and how painful it is to cancel.

Plan types

  • Month-to-month unlimited is the standard: unlimited calls and texts in Israel, a large data allowance, often some international minutes. Charged to a credit card, cancellable any time.
  • Prepaid is for visitors and the first week: a SIM from the airport or a kiosk, topped up online.
  • Family and multi-line packages cut the per-line price; kids' lines with limits are common.
  • Kosher phones with blocked data and a filtered number range are sold by the same providers and used widely in haredi neighbourhoods.

What to bring and how to switch

An unlocked phone, your ID or passport and a credit card. eSIM is offered by all the main providers, so a plan can be set up online in minutes; a physical SIM is posted or collected. Porting your number from another Israeli provider is done by the new provider and takes about a day; keep the old line open until it completes. Foreign numbers cannot be ported, so keep the old SIM in a second slot or an eSIM if you need it for two-factor codes at home.

The bill trap

Promotional prices in Israel commonly last twelve months and then rise without anyone telling you. Put a reminder in the calendar for month eleven and either renegotiate or move; switching is the normal way Israelis keep prices down, and providers expect it. Check the first bill for add-ons you did not ask for, such as insurance or content packages, and cancel them by phone or in the app.

Landline, WhatsApp and the rest

Almost nobody needs a landline; businesses, schools and ganim run on WhatsApp groups and voice notes, and the municipality and health funds text you. Home internet is a separate decision, covered in the home internet guide. For calls abroad, WhatsApp and the international minutes in your plan cover most people; the old calling cards are gone.

Common questions

Which mobile provider is best in Jerusalem?

Coverage is similar on all three networks; choose by price, English-speaking support and how easy the app is. Many English-speakers use one of the discount brands and switch when a promotion ends.

Can I get an Israeli SIM before I arrive?

Yes: several providers sell eSIM plans online that activate on landing, and Ben Gurion has SIM kiosks in arrivals. A prepaid SIM for the first week and a proper plan once you have a bank card is the usual sequence.

Do I need a contract?

No. Plans are month-to-month and cancellable by phone or app; there are no early-termination penalties on standard plans. A financed handset is a separate agreement, so read it as one.

Can I keep my foreign number?

Not on an Israeli plan, but you can keep the foreign SIM active in a dual-SIM phone for banking codes and calls from home, alongside the Israeli line.
